which estimates that 3 million workers were injured on the job in 2012. The changes proposed in this rule give employers, employees, the government and researchers better access to data that will encourage earlier abatement of hazards and result in improved programs to reduce work-place hazards and prevent injuries, illnesses and fatalities. The proposal does not add any new requirement to keep records; it only modifies an employer’s obligation to transmit these records to OSHA, according to Assistant Secretary of Labor for Occupational Safety and Health Dr. David Michaels. OSHA is proposing to amend its current recordkeeping regulations to add require-ments for the electronic submission of injury and illness information employers are already required to keep under existing standards, Part 1904. The first proposed new requirement is for establishments with more than 250 employ-ees (and who are already required to keep records) to electronically submit the records on a quarterly basis to OSHA. The public will have 90 days, through February 6, 2014, to submit written com-ments on the proposed rule, and on January 9, 2014, OSHA will hold a public meeting on the proposed rule. ICM Booklet Now Available IEHA is pleased to make available “Getting Started with Integrated Cleaning and Measurement — ICM: ATP Edition,” a how-to guide to measuring cleaning success in an easy-to-read pocket edition, according to a press release. IEHA’s Integrated Cleaning and Measurement (ICM) system is an approach that uses hand-held and other measurement devices to quantify how well surfaces are cleaned, and to enable continual improve-ments. For example, ATP meters measure the amount of adenosine triphosphate (ATP) remaining on surfaces after cleaning, said David Mudarri, Ph.D., former EPA senior scientist. ATP is found in all living cells and often stays in them after they die — thus it is a pretty good indicator of how well cleaning processes are removing invisible germs or germ-promoting soil, according to Mudarri. ATP measurement is the focus of this booklet, and other devices are briefly dis-cussed but covered in detail elsewhere.
